South Korea Cash Handout Plan Starts July 21

The South Korea cash handout plan officially kicks off on July 21. The government announced this move as part of its strategy to revive domestic spending and help low-income households.

President Lee Jae Myung’s administration secured a 31.8 trillion-won ($23.3 billion) supplementary budget last week. This large stimulus package lays the foundation for widespread financial support.

Every citizen living in the country as of June 18 will receive 150,000 won. Authorities chose this date to ensure fairness and avoid last-minute eligibility confusion.

In addition, people in near-poverty or low-income households will get 300,000 won. Basic living allowance recipients qualify for 400,000 won. These extra payments reflect the government’s focus on supporting the most financially strained citizens.

Furthermore, those living outside the greater Seoul area will benefit from an extra 30,000 won. Residents of 84 rural or fishing communities facing population decline will receive an additional 50,000 won.

Although most foreigners won’t qualify, some exceptions apply. Permanent residents, marriage immigrants, and officially recognized refugees will still receive the funds.

The Ministry of Interior explained that distribution will happen over an eight-week period, ending on September 12. Citizens can choose to receive the funds via credit or debit card top-up, prepaid cards, or local gift certificates.

Moreover, the government plans a second round of support. Starting on September 22, the program will provide 100,000 won to the bottom 90 percent of income earners. Officials will use national health insurance premiums to determine eligibility, with full details expected in early September.

Vice Interior Minister Kim Min-jae emphasized the urgency. “We will deliver this plan smoothly and quickly,” he said. “This program must help vulnerable families while boosting spending nationwide.”

Through the South Korea cash handout plan, the government is taking direct steps to support both households and the wider economy. By combining universal and targeted payments, it hopes to spark consumer activity and close regional economic gaps.
