Chiayi County in southern Taiwan has successfully tested an innovative AI stray dog control system. Over one week at a solar farm in Yizhu Township, the new technology captured 80% of the stray dogs in the area. This pilot project used drones equipped with thermal imaging and automated cages to catch stray dogs humanely.
The program started last year through a collaboration between the county’s Livestock Disease Control Center and National Yunlin University of Science and Technology. Assistant Professor Chen Jing-ru helped develop a “ground-to-air dog-catching system.” This system uses AI for real-time identification, allowing precise captures of stray dogs. Because stray dog numbers at the solar farm had recently surged, many locals felt unsafe while walking outdoors. Therefore, the AI pilot program was crucial to improving safety.
By using drone thermal imaging and AI image analysis, the team identified hotspots of stray dog activity. Then, they installed large dog-catching fences in these key areas. Professional dog catchers monitored the process to ensure humane treatment. The captured dogs received sterilization, medical care, and were then rehomed or placed in shelters.
Additionally, the county deployed AI technology to discourage feeding and abandonment of stray animals. An AI-based vehicle license plate recognition system helps track and fine those violating the Animal Protection Act. The program aims to reduce the growing problem of pet abandonment, which has worsened since the government introduced a “zero-culling” policy. Chiayi County has also organized three specialized teams: animal protection control, veterinary medical care, and animal protection inspection.
This structure supports a comprehensive approach to stray animal management. In 2024 alone, the county captured 2,827 dogs, the highest number across Taiwan. Moreover, authorities issued fines totaling nearly NT$4 million (US$136,000) for violations related to animal protection. Overall, the success of this pilot shows that AI stray dog control can improve public safety and animal welfare. The county plans to expand the technology to manage stray cats and dogs in other regions across Taiwan.
