Cabinet Discusses Loan for National Cardiovascular Center Project

The Cabinet of Mongolia met on August 13, 2025, to discuss important national issues. Among the key agenda items, the members focused heavily on the draft loan agreement for the National Cardiovascular Center Project. This project aims to improve healthcare infrastructure across the country.

During the session, the Cabinet examined several draft resolutions. First, they discussed issuing securities for the Umnugobi aimag region. Then, they reviewed the loan agreement draft related to the National Cardiovascular Center Project. This agreement involves cooperation with the European Bank for Reconstruction and Development.

Moreover, the Cabinet considered measures to boost mineral product exports. They also evaluated proposals to approve licenses for exploring and exploiting widely distributed mineral deposits. These initiatives highlight the government’s focus on strengthening the mining sector.

In addition to economic and health topics, the Cabinet reviewed draft resolutions concerning the Health Insurance Fund. They also discussed exemptions from payroll contributions, aiming to ease financial burdens for businesses and employees alike.

Furthermore, the Cabinet received briefings on several ongoing projects. They assessed the 2026 budget framework statement and the draft law amending the budget projections for 2027–2028. This financial planning ensures the government remains prepared for upcoming fiscal challenges.

They also discussed the progress on the special regime for “Erdenes Tavantolgoi” JSC, a significant player in Mongolia’s mining industry. Additionally, the Cabinet reviewed efforts to repay debts owed to the Social Insurance Fund. These discussions show the government’s commitment to fiscal responsibility.

Lastly, the Cabinet examined the construction progress of the “Bagakhangai–Khushig Valley” branch railroad project. This infrastructure development will enhance transportation and connectivity in the region.

In conclusion, the National Cardiovascular Center Project remains a top priority for the Cabinet. The members carefully studied the loan agreement draft, which will support the project’s success.
