China Announces Fire Prevention Shift With New Basic-Level Safety Guidelines

Fire prevention shift guides new Chinese government guidelines for basic-level firefighting work. Specifically, the General Office of the State Council issued the rules to strengthen investigation mechanisms. Officials from the National Fire and Rescue Administration announced the guidelines during a press briefing on Wednesday. The rules promote a transition in fire safety governance toward prevention rather than simple response.

For ordinary fires, the guidelines focus on rectification rather than punishment alone. Authorities will enhance investigations into technical and managerial responsibilities. Investigators will thoroughly examine underlying causes of each incident. Consequently, the findings will help improve production processes and refine safety standards.

The guidelines also improve the filing and review system for fires with multiple fatalities. Starting this year, investigation reports for such incidents must submit to the National Fire and Rescue Administration for review before approval. National fire investigation experts will dispatch to provide guidance at major fire scenes. Thus, this prevents superficial investigations and perfunctory accountability for serious incidents.

For major fires, the incident will list for priority supervision and face escalated investigations. The Work Safety Committee of the State Council will place each major fire under prioritized supervision. Additionally, the National Fire and Rescue Administration will establish on-site supervisory teams for these cases. For incidents of a serious nature or with significant social impact, investigations will elevate to a higher level. After cases conclude, authorities will make investigation results and full fire details public.

China will grant liability exemptions or leniency to firefighters who have duly fulfilled their duties. The new rule aims to encourage firefighting officials to take responsibility and act proactively. It also avoids situations where those who conduct inspections face accountability while those who do not inspect bear no responsibility. The guidelines represent a comprehensive overhaul of China’s fire safety governance. Therefore, implementation will require coordination across multiple government levels and fire departments. Local authorities must adapt their procedures to comply with the new requirements.
