A senior Communist Party official stressed the importance of studying the newly released fifth volume of the Xi governance book. Cai Qi, a Standing Committee member of the Political Bureau, spoke at a symposium in Beijing on September 17, 2025, highlighting the book’s significance for governance.
Cai noted that the latest volume on Xi Jinping’s governance outlines the Party’s most recent theoretical achievements. He urged officials and scholars to examine it thoroughly and implement its guidance in practical policymaking.
He explained that the volume provides a structured overview of national progress since the 20th Party Congress in 2022. Cai emphasized that the Party continues to advance Chinese modernization, and the Xi governance book documents that trajectory.
The fifth volume presents 91 speeches and writings by Xi Jinping from May 2022 to December 2024. It also includes 41 photographs capturing key events and organizes content into 18 thematic sections for easier study.
During the symposium, Cai encouraged officials to review all five volumes in the series holistically. He stressed that deeper interpretation and research will strengthen understanding of Party theory and governance practices.
Li Shulei, head of the Party’s publicity department, presided over the event. He also explained that the Xi governance book helps communicate China’s governance philosophy to international audiences.
Foreign Languages Press released the volume in both Chinese and English. Readers in China and abroad can now access the book, which extends the Party’s governance approach globally. Earlier volumes already reached wide audiences, with translations in more than 40 languages and distribution in over 180 countries, demonstrating strong international interest.
Experts describe the Xi governance book as both a scholarly resource and a diplomatic tool. Analysts argue that it strengthens China’s soft power by promoting understanding of the Party’s governance model abroad.
Officials plan to expand access to the series further through translations, digital platforms, and educational programs. The Xi governance book will remain central to ideological education and policy discussions for years.
The symposium reaffirmed the Party’s commitment to theoretical development. Leaders believe that studying the Xi governance book will help refine modernization strategies and sustain long-term national progress.
