Chinese Vice President Han Zheng met with Rob Wagner, president of the Oregon State Senate, in Beijing on October 21, 2025. The meeting focused on strengthening U.S.-China cooperation, especially at the subnational level.
Han noted that leaders of the two countries reached key agreements through phone talks earlier this year. He emphasized that both nations share broad interests and opportunities for collaboration. He said U.S.-China cooperation can grow, benefiting both countries and the world.
He encouraged Oregon’s officials to increase communication and deepen people-to-people exchanges. Han highlighted Oregon’s longstanding friendly ties with China. He urged Wagner and his colleagues to continue promoting subnational cooperation.
Wagner praised China’s governance and wished success for the fourth plenary session of the 20th Central Committee of the Communist Party of China. He added that U.S.-China cooperation at the subnational level is critical for economic and cultural exchanges. Wagner also noted Oregon passed legislation to strengthen ties with China.
Experts say subnational diplomacy helps maintain dialogue amid broader geopolitical tensions. States like Oregon can engage in trade, education, and cultural projects directly with Chinese provinces. This builds trust outside federal channels.
Officials also discussed initiatives to promote mutual respect, peaceful coexistence, and win-win results. Han urged finding the right approach for both nations to coexist in the new era. This aligns with global shared interests.
Looking ahead, U.S.-China cooperation may grow through exchange programs, joint economic projects, and cultural initiatives. Analysts believe these efforts could support smoother federal-level relations. They may also serve as a model for other states.
The meeting highlighted that subnational cooperation complements official diplomacy. It fosters practical connections and mutual understanding. Both Han and Wagner reaffirmed their commitment to expanding collaboration.
