Mongolia strengthens coal theft prevention with the appointment of Enkhbayar Battumur as Minister of Justice and Internal Affairs. Prime Minister Zandanshatar Gombojav announced the appointment on September 30, emphasizing oversight’s role in restoring the national economy.
The Prime Minister noted that “Erdenes Tavantolgoi” JSC, the state-owned coal company, operated under a three-month special regime to combat systemic coal theft. He emphasized that this effort directly contributed to reviving economic growth and improving budget performance.
When Gombojav took office, Mongolia’s economy had fallen 2.4 percent, and the budget faced a potential MNT 3.2 trillion shortfall. Following fiscal reforms and savings totaling MNT 2.2 trillion, the economy rebounded, achieving 5.7 percent growth as of last month.
During the special regime at “Erdenes Tavantolgoi,” sales revenue increased 1.6 times, export transport rose 1.5 times, overall exports grew 1.2 times, operational efficiency tripled, and production improved by 1.1 times. These results reflect the effectiveness of targeted measures against entrenched coal theft.
The inspections revealed multiple theft schemes, and evidence has been submitted to the Independent Authority Against Corruption of Mongolia. The Prime Minister explained that the appointment of Enkhbayar Battumur aims to strengthen coal theft prevention further while ensuring legal oversight of corporate operations.
Coal theft prevention remains a central concern for Mongolia, as the mineral sector represents a key driver of the national economy. Experts note that stronger legal enforcement could enhance investor confidence, improve fiscal stability, and reduce illicit practices in state-owned enterprises.
