Environmental Code Moves Forward In China

China is advancing its first-ever environmental code, and legislators are being urged to provide active contributions. The environmental code, once adopted, will mark a milestone in the nation’s ecological governance. Zhao Leji, China’s top legislator, highlighted its importance during a meeting with deputies attending the ongoing session of the National People’s Congress Standing Committee.

Zhao, who also serves as chairman of the NPC Standing Committee, called on lawmakers to strengthen their role in shaping the code. He noted that ecological protection requires comprehensive legislation and detailed provisions. Therefore, he encouraged deputies to present more constructive suggestions during the review process.

The full draft of the environmental code was first introduced in April for lawmakers’ consideration. Currently, legislators are reviewing an updated draft at the ongoing session, which began on Monday. This session provides another opportunity to refine the framework and improve its effectiveness.

According to officials, the environmental code contains five major chapters. These cover general provisions, pollution prevention and control, ecological protection, green and low-carbon development, and legal liability with supplementary provisions. Each section reflects growing national priorities on sustainability, conservation, and accountability.

During the discussions, Zhao emphasized that ecological conservation represents a fundamental strategy for China’s long-term development. He explained that without strong environmental governance, future growth would lack balance and sustainability. By compiling a unified code, lawmakers can close gaps in existing legislation and establish a stronger legal foundation.

In addition, Zhao stressed that legislators should align the code with current realities and future demands. He noted that the drafting process must combine both domestic needs and international best practices. This approach ensures that the environmental code will address pressing challenges while also supporting green transformation.

The meeting underscored the importance of inclusiveness in drafting the law. Zhao highlighted that effective ecological protection depends on broad input and collaborative efforts. Lawmakers must therefore continue refining details and offering practical perspectives.

In summary, China’s environmental code is steadily moving forward. Legislators are working together to shape a comprehensive framework that promotes pollution control, ecological protection, and low-carbon growth. With Zhao’s call for greater input, the code is expected to become a landmark in national environmental legislation.
