Germany Mongolia Cooperation took a major step forward as the Federal Republic of Germany pledged EUR 43.1 million to support Mongolia’s Action Program. The announcement followed intergovernmental negotiations held on October 30, 2025, in Ulaanbaatar, signaling stronger strategic ties between the two nations.
State Secretary Batkhuu Idesh co-chaired the talks on behalf of Mongolia. The German delegation included Ambassador Helmut Rudolf Kulitz and Yiannis Neophytou, Head of Division for East and Central Asia at the Federal Ministry for Economic Cooperation and Development. The negotiations highlighted shared priorities in biodiversity, nature protection, education, employment, climate, and energy.
Representatives from 17 Mongolian ministries attended, including Economy and Development, Foreign Affairs, Justice, Finance, Education, and Environment and Climate Change. The German delegation included officials from BMZ, the German Agency for International Cooperation, KfW Development Bank, and the Federal Institute for Geosciences and Natural Resources.
During the discussions, both countries committed to elevating development cooperation, reflecting the recent upgrade of Mongolia-Germany relations to a strategic partnership. Germany reiterated its support for Mongolia’s economic diversification and long-term development strategies, emphasizing the application of new financing instruments and investment mechanisms.
Experts note that Germany Mongolia Cooperation strengthens Mongolia’s sustainable development goals and fosters private sector engagement. The financial commitment aims to accelerate climate projects, enhance energy efficiency, and promote employment opportunities. Observers highlighted that Germany’s investment signals confidence in Mongolia’s strategic reforms.
Officials agreed to expand bilateral collaboration in business, education, and environmental projects. Germany will provide technical expertise and project financing, while Mongolia will facilitate implementation and monitor outcomes. Both sides emphasized transparency and mutual accountability as critical for success.
Looking ahead, Germany Mongolia Cooperation is expected to support initiatives in renewable energy, biodiversity conservation, and vocational training. The partnership also aims to attract further international investment and promote regional stability through sustainable development.
Government officials described the funding as a transformative step. “Germany’s support will enable Mongolia to implement key programs and achieve sustainable growth,” a Mongolian official said.
