Government Cuts 54 Management Roles to Boost Efficiency

The Government of Mongolia has taken decisive action to improve the efficiency of its civil service system. Recently, it reduced management positions by 54 across various government departments, divisions, and offices. This reduction forms part of a broader government initiative to downsize staff and streamline operations.

In total, government agencies cut 300 staff members during this downsizing process. The government aims to reduce operational costs and improve performance through this move. By eliminating these roles, it expects to save approximately MNT 10 billion annually in salary expenses. These funds can now support other important sectors, helping the country achieve better overall development.

On August 20, 2025, the State Great Khural reviewed the organizational structure of government agencies. Members examined factors such as the number of departments and divisions, unit designations, and staffing levels in each entity. After completing an in-depth analysis, they finalized the number and names of organizational units. Following this, the government passed a resolution to implement the changes.

Additionally, the government is rolling out a phased plan to restructure the civil service more effectively. The plan focuses on balancing the ratio between management roles and executive positions to create a more efficient workforce. It also targets eliminating overlaps in functions, simplifying hierarchical layers, and enhancing employee productivity.

Moreover, the government wants to foster a civil service that is “efficient, skillful, and productive.” These reforms will simplify management structures and clarify job roles. This clarity should improve work quality and accelerate decision-making processes. The government expects this approach to build a more responsive and agile civil service system that better serves the public.

Furthermore, with management positions reduced and roles redistributed, the government anticipates smoother operations and increased accountability. This restructuring marks a major step toward modernizing Mongolia’s civil service and using resources more effectively.
