The island added more than 8,000 foreign-funded companies during that period. Offshore duty-free sales also expanded quickly, lifting the island’s global retail profile.

Yu Tao from a leading research center said the port demonstrates China’s commitment to global cooperation despite rising protectionism. He also highlighted the island’s progress in merging industrial growth with open-market reforms.
Xi outlined priorities for future development. He said Hainan should build modern industries that reflect its unique strengths. He also called for stronger ties with major economic regions, including the Greater Bay Area and the Yangtze River Delta.
