KMT and TPP Refuse Control Yuan Picks, Raising Concerns Over Oversight Body

Oversight body boycott has emerged from Taiwan’s two main opposition parties. The Chinese Nationalist Party and the Taiwan People’s Party announced they will not recommend Control Yuan candidates. The Presidential Office had requested nominations from all political parties recently. The sixth-term members’ terms expire on July 31 of this year. Consequently, this oversight body boycott leaves the nomination process in serious doubt.

KMT spokeswoman Yin Nai-ching criticized the Control Yuan during a public statement. She argued that under Democratic Progressive Party rule, the body has become ineffective. The Control Yuan now serves as a tool of the ruling party. Its oversight powers remain largely ceremonial according to Yin. Former Control Yuan president Chen Chu took leave for more than one year. This occurred despite promises to clean up the institution’s own ranks. Yin expressed frustration with this oversight body boycott as a necessary response.

The legislature repeatedly delayed action on misconduct allegations against members. Specifically, some Control Yuan members misused government vehicles without consequences. The Taipei District Prosecutors’ Office closed the case entirely. All officials emerged from the investigation unscathed. Yin stated that the Control Yuan once upheld government ethics. However, it now risks undermining public trust in the system. Frontline civil servants have become disillusioned with the institution. The KMT supports keeping the Control Yuan structurally. Nevertheless, this oversight body boycott reflects deep dissatisfaction with current operations.

Yin said the KMT will not participate in vague and symbolic moves. The Presidential Office provided no concrete details on candidate recommendations. Therefore, the KMT has decided not to nominate any members at this time. If the Presidential Office is serious about filling vacancies, it can formally request nominations. The office must specify how many candidates the KMT can propose. Party proportionality should determine the number of nominations. The KMT will consider any formal request and respond accordingly. This oversight body boycott could end if the process becomes more transparent.

The Taiwan People’s Party took an even earlier stance on the matter. As early as last month, TPP Chairman Huang Kuo-chang declined to submit recommendations. He added that the TPP caucus has gained approval for a constitutional amendment committee. The committee aims to put into practice the DPP’s long-standing call. That call seeks to abolish the Control Yuan entirely. Therefore, the TPP’s oversight body boycott aligns with its broader constitutional goals.

DPP caucus chief executive Chuang Jui-hsiung responded to the opposition parties. He noted that the DPP has long advocated abolishing both the Examination Yuan and Control Yuan. However, the Control Yuan remains a constitutional body until formal amendment. The president has the legal authority to nominate members under current law. The Legislative Yuan is obligated to review those nominations as well. Chuang warned that if the legislature passively withholds consent, problems will arise. Preventing the Control Yuan from functioning could raise constitutional concerns. He urged opposition parties to pursue reforms through proper constitutional amendments. Government inaction should not stall the nation’s institutions. This oversight body boycott may face legal challenges if it continues indefinitely.
