Mongolia’s AI strategy took center stage at the Cabinet session on September 24, 2025, signaling the country’s digital ambitions. Minister Batshugar Enkhbayar presented the draft National Strategy on Big Data and Artificial Intelligence. He emphasized its potential to boost national competitiveness.
Consequently, the Cabinet instructed relevant ministries to embed the strategy’s objectives, measures, indicators, and outcomes into the draft 2026–2030 Five-Year Development Guideline. The strategy outlines 66 measures across four objectives and 13 approaches. Implementation will occur in two phases between 2026 and 2030.
The strategy envisions creating a comprehensive AI ecosystem. Furthermore, it plans to develop AI models for mining, fintech, and environmental sectors for export. Additionally, it seeks to introduce AI solutions in health, education, and agriculture. It also aims to improve state productivity and establish a legal framework favorable to international data centers. Experts predict the initiative positions Mongolia among Asia’s top ten AI leaders.
During the session, the Cabinet also approved National Cinema Day on October 11 and National Referendum Day on October 20. These commemorations reflect the government’s growing focus on cultural and civic priorities. Meanwhile, the Minister of Industry and Mineral Resources will propose legislation updates to curb illegal mining. Authorities will hold violators accountable, rehabilitate degraded land, and enhance coordination among state institutions. These measures aim to balance resource exploitation with conservation.
In environmental policy, the Cabinet confirmed boundaries for protected areas under State Special Protection. Overlaps with mining licenses and traditional pastures were excluded to ensure both conservation and sustainable land use. The session also reviewed midterm results of the 2024–2028 Government Action Plan. Officials urged governors, Cabinet members, and administrative heads to accelerate implementation based on the findings.
Looking ahead, Mongolia’s AI strategy will guide digital transformation while supporting economic growth, environmental protection, and technological innovation. Authorities plan phased implementation and close monitoring to ensure measurable impact. Combining AI, data, and environmental safeguards will strengthen Mongolia’s competitiveness, improve citizen services, and position the country as a regional leader in technology-driven development.
