Mongolia’s government is driving a major Digital Transformation aimed at modernizing public services nationwide. The initiative, approved in September 2024, seeks to digitize government policies, decisions, and public service delivery using advanced technology.
Prime Minister’s meeting with media on November 9, 2025, highlighted key achievements. Minister of Digital Development, Innovation, and Communications Batshugar Enkhbayar explained that conditions will soon allow 90 percent of public services to be delivered digitally. This shift is expected to save the government approximately MNT 1.1 trillion while improving accessibility for citizens across Mongolia.
The Digital Transformation initiative integrates artificial intelligence into public procurement and service management. Studies indicate AI could increase institutional productivity by 10-20 percent. For example, Erdenet Mining Corporation implemented AI in its procurement process, cutting tender processing time from 28 days to just four minutes. This demonstrates the potential of AI to streamline bureaucratic operations.
In September 2025, Mongolia launched the “E-Mongolia 5.0” system, connecting citizens to 1,278 government services online for the first time. The platform provides digital access to applications, licenses, and approvals, reinforcing transparency and efficiency. Officials emphasized that the system will reduce physical visits to government offices while maintaining accountability.
Experts note that Mongolia’s Digital Transformation represents a broader effort to modernize governance. It supports economic development, facilitates foreign investment, and encourages innovation in both public and private sectors.
