Fuel Supply Status: Mongolia Update

Mongolia’s fuel supply status remains stable despite recent concerns over shortages, the Minister of Industry and Mineral Resources, Damdinnyam Gongor, confirmed on October 22, 2025. The minister provided the update during a press briefing at the State Palace following a Cabinet session.

He emphasized that Mongolia currently consumes between 950 and 1,200 tons of AI-92 petrol daily. “Currently, even though 1,800 tons are being supplied every day, queues have not yet subsided,” he said. Minister Damdinnyam also highlighted that over 90 percent of Mongolia’s fuel supply comes from Russia, which is currently experiencing domestic shortages.

The minister explained that the Russian government has imposed restrictions on AI-92 gasoline exports until the end of the year. Nevertheless, he noted that Mongolia has a long-standing intergovernmental agreement to purchase fuel at preferential rates. In October alone, the country expects to receive 58,000 tons of AI-92 petrol from Rosneft. Authorities are also negotiating further shipments from Gazprom and China to reinforce the supply chain.

Furthermore, Minister Damdinnyam reported that the Angarsk Oil Refinery, the main supplier for Mongolia, recently completed its annual maintenance but has not yet fully stabilized production. He said the prime minister, deputy prime minister, and he are coordinating with Russian counterparts to resolve remaining operational issues.

The official reiterated that Mongolia’s fuel supply status remains at normal consumption levels. He urged citizens to avoid panic buying and to purchase fuel according to regular needs.

Experts note that Mongolia’s heavy reliance on Russian fuel makes it sensitive to regional disruptions. The ongoing negotiations and intergovernmental agreements, however, provide a buffer to prevent sudden shortages. Analysts recommend continued monitoring of Russian supply policies and refinery outputs to ensure stability.

Looking ahead, authorities plan to strengthen communication with suppliers, explore additional sources from China, and stabilize domestic distribution channels. The government also encourages public calm, stressing that current fuel supply status supports everyday demand across urban and rural areas.
