Mongolia and India have taken major steps to expand their strategic partnership during President Khurelsukh Ukhnaa’s state visit to New Delhi. The visit, which concluded on October 16, 2025, marked a defining moment in strengthening bilateral cooperation across economic, cultural, and defense sectors.
President Khurelsukh met with President Droupadi Murmu and Prime Minister Narendra Modi to discuss the future of the strategic partnership. Both sides agreed to deepen collaboration in areas including trade, investment, energy, education, and climate action. The visit showcased a shared commitment to mutual growth and regional stability.
During the visit, Mongolia and India signed more than 10 cooperation agreements. These covered fields such as mining, information technology, youth development, culture, and sports. The two governments also reaffirmed their commitment to completing the Mongolian-Indian Oil Refinery, which stands as a key symbol of their strategic partnership.
In addition, both sides agreed to begin direct flights between Ulaanbaatar and Delhi, as well as Ulaanbaatar and Amritsar, by the end of the year. This move aims to enhance tourism, business, and cultural exchanges. They also decided to jointly use third-country ports and transport corridors to boost connectivity.
The visit emphasized environmental cooperation, with Mongolia’s “Billions of Trees” campaign aligning with India’s “One Tree for Mother” initiative. Together, these programs aim to combat climate change and promote sustainability. The countries also plan to collaborate under Mongolia’s “White Gold” program to share expertise in wool and textile production.
In education, India pledged to increase scholarships for Mongolian students and train 1,000 English teachers and IT specialists. Plans were also unveiled to establish a “Mongolia-India Friendship Secondary School” to further academic and cultural ties.
Defense cooperation featured prominently in the discussions. Both sides agreed to enhance military training and exchange programs to strengthen Mongolia’s defense capabilities. Mongolia also joined the International Solar Alliance, expanding energy collaboration with India.
Prime Minister Modi accepted an invitation to visit Mongolia at a mutually convenient time, signaling the ongoing commitment to dialogue.
Experts note that this visit sets the tone for a stronger and more dynamic strategic partnership. By blending economic growth with cultural diplomacy, both nations aim to ensure sustainable cooperation in the years ahead.
