Parliamentary consensus push began on April 6 when Speaker Byambatsogt Sandag met with five party leaders. Specifically, all five parties hold seats in Mongolia’s State Great Khural. The meeting included Prime Minister Uchral Nyam-Osor, who also chairs the Mongolian People’s Party. Democratic Party Chairman Tsogtgerel Odon attended as a member of parliament. Deputy Prime Minister Nomtoibayar Nyamtaishir came as head of the National Coalition. Additionally, Ganzorig Purevjav chairs the HUN Party Council in parliament. Batbaatar Bat leads the Civil Will-Green Party.
Speaker Byambatsogt began the meeting by emphasizing parliament’s role as a consensus organization. He stated that any policy or decision adopted by parliament will ensure participation from all five parties. The parliament will incorporate their views and uphold mutual understanding. Consequently, these principles will guide the fundamental work of the State Great Khural.
The speaker requested cooperation and support in prioritizing national common interests. He noted the complicated global political and economic conditions facing Mongolia. Strengthening parliamentary governance remains a top priority under these circumstances. Byambatsogt stated that efforts to enhance open and transparent operations will continue. Furthermore, parliament will use the advantages of information technology for this purpose.
The speaker announced several draft amendments coming next week. Specifically, parliament will consider changes to the Law on the State Great Khural. Lawmakers will also review amendments to the Law on the Procedure of the Plenary Session. The Law on Parliamentary Oversight will receive revisions as well. Byambatsogt stated that he will work with party leaders on attendance issues. He wants to increase parliament members’ active participation in sessions. Therefore, the parliament will enforce certain limits on absences.
The five party chairmen expressed support for the speaker’s initiatives. They agreed on the need to strengthen parliamentary democracy. All leaders committed to unite for the sake of national common interests. As a result, the group exchanged views on pressing socio-economic issues facing Mongolia. Inflation, unemployment, and energy security likely topped the discussion agenda.
The draft amendments will face committee reviews before plenary debates. Party leaders will coordinate their caucuses to support the proposed changes. The speaker’s office will continue consulting with opposition factions. Successful implementation could improve Mongolia’s legislative efficiency significantly. However, some members may resist attendance limits or transparency measures. The coming weeks will test whether all five parties maintain their cooperative stance.
