Mongolia’s government held the national conference “Partnership for Youth Development: Cross-Sectoral Coordination” on October 20, 2025. The event brought together young representatives from all 21 aimags and nine districts to discuss pressing issues. Importantly, youth development emerged as the conference’s central focus, highlighting the government’s commitment to supporting the next generation.
Prime Minister Zandanshatar Gombojav opened the conference by recalling Mongolia’s historic independence referendum 80 years ago. He urged young people to embrace values of unity, trust, loyalty, and commitment to sovereignty. Moreover, he said these values should guide youth development policies and inspire future leaders.
The government recently launched the five-year national program “NEW CONFIDENCE–BOLD REFORM” to prioritize youth development. Specifically, the plan aims to enhance education, healthcare, employment, and social protection while rewarding talent and promoting accountability. Additionally, the Prime Minister cited international recognition of Mongolia’s governance, noting Moody’s upgrade of the sovereign credit rating to B1, stable, after 11 years.
Officials highlighted the Human Development New Program, a major initiative designed to improve opportunities and services for young people. Furthermore, discussions also focused on the creation of an independent agency or council to strengthen youth participation in government decisions. “We aim for a state that listens to youth voices and supports their initiatives in practice,” the Prime Minister said.
Preliminary consultations were held across several aimags, including Arkhangai, Dornogovi, Khovd, and Bayan-Ulgii, in September and October 2025. Organized by the Ministry of Culture, Sports, Tourism, and Youth in collaboration with civil society and international partners, these sessions identified key challenges and policy priorities for youth development.
At the conference, delegates presented their recommendations, which will inform revisions to the Law on Supporting Youth Development and the Youth Development Support Strategy. Consequently, participants pledged to work under the guidance of the Prime Minister to implement urgent and actionable policies nationwide.
Overall, the event underscored Mongolia’s growing focus on youth development as a national priority, combining historical reflection with forward-looking initiatives to empower young citizens.
