Navy Cyber Investigation Underway in Taiwan

The Ministry of National Defense has launched a navy cyber investigation after allegations surfaced involving a naval captain and the Han Kuang exercises. Minister Wellington Koo addressed the legislature’s Foreign Affairs and National Defense Committee, confirming that authorities are probing potential misconduct.

Legislators raised concerns that the captain, surnamed Lin, who heads the navy’s Meteorological and Oceanographic Office, may have improperly collected operational data during July’s exercises. In addition, he allegedly instructed subordinates to create a battle situation center and request classified information from frontline squadrons.

Furthermore, Lin reportedly directed personnel to bypass audit oversight on budget allocations. Officials said he allegedly told staff to deceive auditors when necessary. These allegations prompted the navy to initiate a formal investigation to ensure accountability and maintain operational integrity.

The Navy Command stated that preliminary findings suggest Lin may have contravened the Cyber Security Management Act. However, investigators found no evidence that he leaked Han Kuang exercise information. Investigators noted that Lin created an online chat group on October 24, 2023, to discuss marine weather data. The chat group was deleted on April 3 last year for security reasons.

Despite the deletion, the navy cyber investigation continues. Navy officials emphasized that the discussions in the chat group did not include exercise details. Still, they plan to examine whether any cybersecurity regulations were violated. Navy Chief of Staff Vice Admiral Chiu Chun-jung added that several issues require further clarification, including discrepancies in budget allocation timelines cited in reports.

The navy cyber investigation underscores the growing importance of safeguarding sensitive operational data. It also highlights the need for strict adherence to cybersecurity and audit protocols within the armed forces. Analysts said the case could influence policy adjustments regarding internal oversight and data management procedures.

Moving forward, investigators plan to verify all relevant communications, interview personnel involved, and review budget reports. Officials stressed that they aim to preserve operational security while ensuring accountability. The navy cyber investigation remains ongoing, and authorities will release updates as findings emerge.

The incident serves as a reminder of the delicate balance between operational efficiency and security compliance in military exercises. Consequently, the ministry reaffirmed its commitment to robust cybersecurity and transparent auditing practices.
