North Korea’s silence continues to strain inter-Korean relations after the regime refused to respond to a recent humanitarian gesture. South Korea had offered to return the body of a presumed North Korean man found on Seongmo Island in June.
Authorities discovered the body along the island’s western shoreline, accompanied by personal belongings. After an investigation, officials identified him as likely being a North Korean citizen.
The South Korean government proposed transferring the body through the Joint Security Area at Panmunjom. Officials set a deadline of 3 p.m. Tuesday for Pyongyang to respond.
However, North Korea’s silence persisted, with no reply issued by the deadline. As a result, the Unification Ministry announced that the body would be classified as unclaimed. The man will be cremated following coordination with the relevant provincial authorities.
This is not the first time such an incident has occurred. Since 2010, South Korea has recovered 29 bodies suspected to be North Korean nationals. Of those, Pyongyang has refused to retrieve six, including two found in 2023. The last time the North accepted a body return was in 2019.
North Korea’s silence now casts a deeper shadow on recent diplomatic efforts. President Lee Jae-myung’s administration has extended multiple offers to resume dialogue. Still, Pyongyang remains unresponsive, frustrating Seoul’s hopes of restarting engagement.
Officials in South Korea emphasized that humanitarian cooperation should not fall victim to political roadblocks. They stated that the body return was intended as a respectful act of decency, not a political message.
Despite the silence, Seoul reiterated its willingness to engage in communication. The government emphasized that political differences should not obstruct humanitarian responsibility.
Analysts say North Korea’s silence sends a troubling message, especially during a period of heightened regional tension. Even small acts of cooperation now appear increasingly difficult to achieve.
