Taiwan Faces Pacific Islands Forum Exclusion Amid Host’s Focus

The Solomon Islands, this year’s host of the Pacific Islands Forum (PIF), has decided to exclude Taiwan along with 23 other donor countries from the upcoming meeting. This move includes major players such as the United States and China. According to the Ministry of Foreign Affairs (MOFA) in Taiwan, this decision reflects a focus on internal PIF reforms rather than a targeted action against any specific country.

Founded decades ago, the PIF aims to promote cooperation and shared goals among Pacific nations. Currently, the forum consists of 18 member countries and territories. Notably, three of Taiwan’s diplomatic allies—Tuvalu, the Marshall Islands, and Palau—are members of the forum. However, the Solomon Islands switched its diplomatic recognition from Taiwan to Beijing, which likely influenced the recent decision.

MOFA expressed regret over the Pacific Islands Forum exclusion but acknowledged the forum’s precedent of restricting some meetings to member states only. Taiwan respects this decision, which the forum’s decision-making bodies approved. Furthermore, MOFA insisted that future hosts should uphold the spirit of inclusivity by allowing partner countries to participate.

In addition, MOFA stressed that any reform efforts must honor an existing agreement. This agreement guarantees all partner countries the right to attend the PIF’s annual meetings. It also reflects the “Pacific Way,” which emphasizes cooperation, respect, and inclusiveness among member and partner nations.

Interestingly, Taiwan signed a cooperation deal with the PIF Secretariat earlier this year. This agreement allocates significant funds over multiple years for ocean management projects. Despite the current exclusion, Taiwan continues to support regional development and environmental sustainability.

In summary, the Pacific Islands Forum exclusion highlights ongoing tensions in regional diplomacy. Still, Taiwan remains committed to contributing positively to Pacific affairs. Moving forward, the forum’s approach to partner engagement will remain a key issue for all involved parties.
