Hokkaido Governor Approves Restart of Tomari No. 3 Nuclear Reactor

Hokkaido Governor Naomichi Suzuki approved the Tomari reactor restart on Wednesday during a formal assembly meeting. Moreover, he emphasized that growing demand and rising electricity costs required decisive action from regional authorities. Consequently, the Tomari reactor restart gained new urgency as officials assessed the prefecture’s long-term energy outlook.

Four municipalities surrounding the plant had already offered clear support for the planned restart. Furthermore, their coordinated backing strengthened political alignment and reduced uncertainty around future regulatory steps. As a result, the Tomari reactor restart gained broad local acceptance before reaching the governor’s desk.

Hokkaido Electric Power Co. aims to resume operations in 2027 under existing regulatory frameworks. Additionally, company officials confirmed that technical inspections will continue as safety requirements evolve in coming years. Therefore, the utility expects a structured timeline that allows transparent review at each operational milestone.

Governor Suzuki previously suggested that restarting the unit represented a realistic response to current economic pressures. Likewise, he noted that regional industries remain sensitive to unstable power prices and supply conditions. Consequently, he argued that the Tomari reactor restart could help strengthen corporate confidence across the prefecture.

Energy analysts say the decision may influence other prefectures evaluating dormant reactors nationwide. Meanwhile, they highlight that renewable growth remains uneven and cannot yet match rising consumption levels. Therefore, several regions continue reconsidering nuclear options while pursuing diversified energy portfolios.

Critics, however, continue raising concerns about safety oversight and long-term risk management procedures. Nevertheless, local officials insist they will maintain strict monitoring and transparent communication throughout the restart process. Additionally, they plan to engage residents regularly as regulatory reviews advance toward the projected 2027 timeline.

Hokkaido Electric will subsequently complete detailed equipment checks and update operational guidelines for compliance standards. Furthermore, the company intends to coordinate closely with national authorities before finalizing an exact restart date. Ultimately, regional leaders believe the Tomari reactor restart will reinforce energy stability during Japan’s increasingly uncertain market conditions.
