Transparent Budget Discussions Boost Trust, Says PM Gombojav

Prime Minister Zandanshatar Gombojav received an update on the 2026 State Budget development from relevant ministers. They presented key progress reports and public opinion data, emphasizing how transparent budget discussions can reduce corruption and improve governance.

Senior Advisor and Head of the Government Office, Davaadalai Batsuuri, shared preliminary findings from a nationwide public poll. The survey ran on the E-Mongolia platform and the Government’s 11-11 call center. Impressively, more than 154,000 citizens participated. They focused mainly on education, healthcare, electricity, and heating as top priorities.

Furthermore, citizens expressed strong opinions about budget efficiency. For example, 102,623 people supported lowering tax rates, whereas only 18,395 favored reducing investments. Most respondents agreed that funding should increase for essential sectors like health and education. Meanwhile, they suggested cutting budgets in areas such as social welfare, culture, sports, tourism, and road construction.

In addition to sector priorities, citizens gave feedback on tax reforms and budget efficiency improvements. Following this, Minister of Finance Javkhlan Bold updated the Prime Minister on the budget draft preparation. He confirmed that officials align the draft with the Prime Minister’s instructions. The focus remains on human development and expanding education funding.

Moreover, budget proposals from various department heads are 80 percent complete. To date, 1,232 investment projects have been submitted, totaling an estimated MNT 11.3 trillion. However, the available budget only allows for 9.6 trillion MNT, so prioritization is necessary. The ministers discussed strategies to boost investment and secure more funding.

Prime Minister Gombojav highlighted international studies. These studies show that transparent budget discussions promote less corruption, fairer investments, and stronger human development outcomes. He urged all ministers to work actively to increase budget revenues. They must also tackle economic challenges with minimal harm to the public.

Finally, the Prime Minister instructed ministers to swiftly design and implement reforms. These reforms should focus especially on education and healthcare budgets. He emphasized that transparent budget discussions remain essential to build public trust and improve government efficiency.
