National Economic Development: China NPC Updates Policies

Chinese lawmakers gathered on Wednesday to review reports during an ongoing session of the National People’s Congress (NPC) Standing Committee. The session focused on key areas affecting national economic development. Zhao Leji, chairman of the NPC Standing Committee, attended the plenary meeting and guided discussions.

The meeting began with a report on the inspection of the Trade Union Law implementation. The report detailed the overall situation, highlighted several challenges, and offered suggestions for more effective enforcement. Lawmakers discussed how better law implementation can support workers and businesses alike.

Next, the committee reviewed the progress of the 2025 plan for national economic development. The report confirmed that the plan’s overall execution has been satisfactory. Officials noted that China’s economy showed a positive trend during the first half of the year. They outlined major priorities for the second half, emphasizing stability and growth in critical sectors.

Lawmakers also examined the budget execution report. The report proposed key fiscal measures, including proactive policies to stabilize employment and strengthen foreign trade. Experts highlighted the importance of sound fiscal planning to support national economic development.

In addition, the committee discussed government debt management for 2024. Lawmakers considered both the main report and a supervisory research report, evaluating debt strategies and fiscal responsibility.

The meeting further addressed cultural and tourism integration. Reports recommended improving institutional support, developing innovative cultural products, and promoting international exchanges. Such measures aim to strengthen both cultural influence and economic impact.

Climate change and carbon goals were also on the agenda. Reports outlined steps for advancing carbon peaking and carbon neutrality. Officials emphasized improving market mechanisms to create a dynamic, globally competitive carbon market.

The session included a review of pilot water resource taxation reforms and research on major issues for the 15th Five-Year Plan (2026-2030). These efforts are seen as crucial for future economic planning and sustainability.

Later, Zhao chaired a Council of Chairpersons meeting. Senior lawmakers discussed the deliberation of several bills, ensuring alignment with national priorities. Through these discussions, the NPC continues to drive strategies that support long-term growth and national economic development.

Overall, the session reinforced China’s focus on policy execution, fiscal stability, and sustainable growth, highlighting national economic development as a central goal.
