China is prioritizing a modern industrial system as the foundation of its 15th Five-Year Plan. The initiative aims to strengthen innovation, reinforce industrial competitiveness, and support sustainable economic growth.
Zheng Shanjie, head of the National Development and Reform Commission, said the plan focuses on the real economy. He emphasized that new high-tech industries will play a vital role in shaping a modern industrial system.
The plan targets emerging sectors such as new energy, advanced materials, aerospace, and the low-altitude economy. These industries are expected to create several trillion-yuan-scale markets. Moreover, China plans to develop frontier technologies like quantum computing, bio-manufacturing, brain-computer interfaces, and 6G communication. Zheng stated that these areas will become major growth drivers within the next decade.
In addition, the modern industrial system strategy aims to modernize traditional sectors. Zheng noted that traditional industries still make up about 80 percent of China’s manufacturing output. Upgrading these industries will preserve their role in the economy while improving their global competitiveness.
The recommendations outline plans to enhance industries such as chemicals, machinery, and shipbuilding. China will also strengthen advanced manufacturing clusters and expand market capacity. Officials estimate that about 10 trillion yuan in new market value will be added in the next five years. This expansion will help boost economic momentum and improve living standards.
Yin Hejun, China’s Minister of Science and Technology, highlighted innovation as a key priority. He said the plan focuses on self-reliance by coordinating national research efforts and industrial collaboration. China aims to achieve breakthroughs in semiconductors, high-end machinery, and advanced tools.
According to Yin, the next five years will bring stronger research capacity and technological leadership. He added that a modern industrial system depends on science-driven growth and innovation.
