Mongolia confirms a Justice Ministry Appointment as Prime Minister Zandanshatar Gombojav nominates MP Enkhbayar Battumur to lead the Ministry of Justice and Home Affairs. The Prime Minister formally presented the decision to the State Great Khural and the President.
Prime Minister Zandanshatar praised Enkhbayar’s 27 years of public service. Enkhbayar served as Deputy Minister of Justice and Home Affairs from 2016 to 2018 and again as Minister from 2023 to 2024. The Prime Minister said Enkhbayar’s legal expertise and political credibility make him well-suited to maintain public trust.
“The Prime Minister exercises the special authority granted under the Constitution, and I am confident the Government, working in full composition, will successfully implement its action plan,” Zandanshatar said.
Article 39, Section 4 of the Constitution of Mongolia allows the Prime Minister to appoint government members upon presentation to the State Great Khural and the President. Appointed officials must take an oath before the legislature. Therefore, the Justice Ministry Appointment will take effect once Enkhbayar takes his oath.
Observers say this appointment aims to ensure stability and continuity in legal and administrative affairs. Enkhbayar’s experience will support reforms and initiatives in Mongolia’s judicial system. His leadership may also improve policy enforcement and strengthen governance, particularly in law enforcement and judicial modernization.
Experts highlight the political significance of this decision. Appointing an experienced minister may boost public confidence in legal institutions. It also signals the Prime Minister’s commitment to placing capable leaders in pivotal government roles.
Going forward, Enkhbayar will manage legal frameworks, coordinate with Parliament, and oversee internal administration policies. His work will influence public perception of government effectiveness and the integrity of Mongolia’s legal system.
The Justice Ministry Appointment reflects the government’s goal to strengthen institutional capacity and uphold public trust across key sectors.
