Japan’s Foreign Resident Fees Set for Major Increase

Japan is preparing to significantly increase foreign resident fees next fiscal year, bringing them closer to European and U.S. levels. The government intends to submit a bill amending the Immigration Control and Refugee Recognition Law during the regular Diet session next year. Officials say revenue from the fee increase will fund policy initiatives aimed at supporting the growing foreign resident population and deporting illegal residents.

The government is considering raising fees for changing residence status and renewing stays of one year or longer to between ¥30,000 and ¥40,000. Fees for permanent residence could rise to ¥100,000 or more. Current law caps fees at ¥10,000, so lawmakers must revise the legislation.

Residence permit fees rose by ¥2,000 in April, setting the cost at ¥6,000 for status changes and renewals and ¥10,000 for permanent residency. Officials cited rising prices and labor costs as reasons for the increase.

Japan’s foreign resident population reached a record high of 3.96 million people in June. Officials aim to use revenue from higher foreign resident fees to accelerate immigration screenings and expand Japanese language programs. Authorities also plan stronger measures for roughly 70,000 illegal residents.

For context, countries abroad charge significantly more. In the United States, renewing a work permit costs $420 to $470, and in Britain it costs £827. Germany charges €93 to €98 for residence permit renewals.

The Ministry of Foreign Affairs will also raise visa fees next fiscal year to align with international levels. Single-entry visas currently cost ¥3,000, and multiple-entry visas are ¥6,000. The ministry plans to use the additional revenue to manage overtourism and improve visa services.

Officials emphasize that increasing foreign resident fees will strengthen Japan’s immigration system, ensure fair administration, and fund services for foreign residents. Authorities plan to finalize details in the economic package for fiscal 2026.
