On December 11, 2025, the State Great Khural held a plenary session and finalized the resolution. During the first reading, members debated benefits for herders and agricultural enterprises. The majority voted in favor of the measure.
Member of Parliament Sainzorig Purevjav asked how herders and businesses would benefit from the resolution. In response, Minister of Food, Agriculture, and Light Industry Badamsuren Myagmarsuren explained that the government now holds authority to implement the policy.
The resolution allows the government to import wheat flour, livestock fodder, and feed additives through five western border checkpoints. Furthermore, authorities will exempt these imports from customs duties. Officials emphasized that the policy delivers immediate support to citizens and businesses in need.
Authorities stressed the importance of ensuring food security in remote regions. Wheat flour, a staple for rural households, must remain accessible. Similarly, livestock fodder shortages threaten herder livelihoods during harsh weather.
The resolution sets a timeframe until April 15, giving the government sufficient time to organize imports and distribution. Parliament members also asked about monitoring and enforcement. Officials promised customs and regulatory bodies would enforce the policy efficiently.
