Local Economic Reform Strengthened in Bayankhongor Uvurkhangai and Arkhangai

Speaker of the State Great Khural Uchral Nyam-Osor conducted a working visit to Bayankhongor, Uvurkhangai, and Arkhangai aimags from January 29 to 31, emphasizing local economic reform. Consequently, he highlighted plans to transfer greater authority to provincial governments while reducing state intervention. The local economic reform reflects broader policies aimed at increasing private sector opportunities and regional autonomy.

In Bayankhongor aimag, Speaker Uchral discussed strategies to achieve financial independence from state subsidies by 2029. Moreover, he stressed accountable mining, agriculture, tourism, and renewable energy as primary development areas. Additionally, he promoted the “Chuluulye” (Liberate) initiative, which focuses on budget reforms, public-private partnerships, and private sector job creation. Local officials also requested support for infrastructure upgrades and renewable energy projects to sustain economic growth and improve air quality.

During his visit to Uvurkhangai aimag, the Speaker met residents and government officials to review regional development policies. Furthermore, he emphasized that effective civil service reform is critical for strengthening local governance autonomy. Planned amendments to the Civil Service Law aim to improve performance-based evaluations, reduce bureaucratic obstacles, and simplify administrative procedures. Uvurkhangai authorities also outlined transport and logistics development plans, highlighting ongoing road projects and expansion of wool, cashmere, meat, and hides processing industries for export.

In Arkhangai aimag, Speaker Uchral presented state policies supporting rural development and citizens’ rights. He reiterated that local economic reform encourages private sector growth, banking and social insurance reforms, and public-private partnerships. Additionally, discussions addressed inflation control, housing finance, renewable energy, child protection, and improving rural services. Officials also emphasized sustainable development and improving herders’ livelihoods as central objectives of regional economic strategies.

Residents in all three aimags raised concerns about air pollution, waste management, healthcare, social insurance, and anti-corruption measures. Therefore, Speaker Uchral emphasized the necessity of budget discipline, reduced state involvement, and practical policies under the “Chuluulye” initiative. Experts also noted that these reforms could enhance local decision-making, attract private investment, and support economic resilience in Mongolia’s provinces.

Looking ahead, the State Great Khural plans to monitor the implementation of local economic reform closely. Additionally, authorities aim to expand public-private initiatives, improve civil service efficiency, and strengthen fiscal independence. Ultimately, these measures are expected to ensure long-term sustainable development for Mongolia’s aimags.
