North Korea and Russia Push Five Year Military Cooperation Plan

North Korea and Russia may formalize a five year military cooperation plan covering 2027 to 2031. Russian Defense Minister Andrei Belousov proposed the framework during talks with Kim Jong Un in Pyongyang. The move signals a shift toward a more institutionalized alliance between both nations. Consequently, analysts view this as a potential step beyond short term wartime cooperation.

Russian state media reported Belousov’s remarks on Sunday. Specifically, the defense minister noted that both sides have reached an agreement on sustainable long term cooperation. Belousov and State Duma Speaker Vyacheslav Volodin visited Pyongyang for a memorial ceremony. The event honored North Korean troops who fought alongside Russia against Ukraine. Belousov arrived on Sunday and departed the following day. Volodin came earlier and attended weekend events.

Professor Lim Eul chul from Kyungnam University analyzed the military cooperation plan. He said the two countries are evolving beyond a transactional partnership. Furthermore, they are moving toward a long term blood alliance based on shared strategic interests. Belousov’s proposal appears aimed at preparing for the post Ukraine war period. Therefore, Lim suggested the plan could institutionalize cooperation across multiple sectors.

The framework could include technology transfers and joint production arrangements. Regularized military exercises and supply chain integration are also possible. Lim compared this to Russia’s long term cooperation with Belarus and India. Over five years, North Korea could modernize its conventional weapons significantly. The country might advance satellite, nuclear submarine, and next generation missile technologies.

South Korea’s Unification Ministry said it is monitoring developments closely. Spokesperson Yoon Min ho noted no previous cases of such mid to long term cooperation. North Korean state media has not addressed the specific proposal details yet. However, KCNA reported that Kim met Belousov and exchanged greetings for President Putin.

Kim expressed appreciation for Belousov’s visit on behalf of Russia’s military leadership. The two sides discussed aggravating international and regional situations. They also reviewed issues for consolidating political and military cooperation. Kim reaffirmed Pyongyang’s full support for Moscow’s war effort. He said North Korea would as ever back Russia’s national sovereignty and security interests.

The proposed five year plan follows a comprehensive strategic partnership treaty signed in 2024. That agreement commits both sides to mutual assistance if either country faces an attack. The talks coincided with opening a memorial museum in Pyongyang. The event marked one year since the liberation of Russia’s Kursk region. Kim said the memorial symbolized ties forged in blood between both nations. Meanwhile, Putin called the memorial a clear symbol of friendship between the countries. Since 2024, North Korea has deployed roughly 15,000 troops to support Russia. Additionally, South Korean intelligence estimates about 6,000 of those soldiers have been killed or wounded. This military cooperation plan would pose greater security threats to South Korea over the next five years.
