North Korea Warns IT Workers in Criticism Campaign Over Unauthorized Software

North Korea staged a criticism campaign disguised as a technical training session in mid-April. Thirty software developers gathered in Pyongyang for what authorities called training. However, the event functioned as an ideological struggle meeting. Technicians from the Pyongyang Kyemyong Technology Development Institute attended from Pyongsong and Sinuiju. A Pyongyang source told Daily NK that the session examined unauthorized program development and distribution.

Investigators reviewed each developer’s work publicly during this criticism campaign. They examined how programs had been used and distributed. Eleven separate criticism items emerged from the review. Each case found that the work had not received official state approval. Some programs circumvented existing control systems. Neither quality nor utility shielded developers from criticism. The problem was not the results but the departure from state control.

North Korea maintains a tightly controlled domestic intranet. The regime fears informal IT activity could escape central oversight. Therefore, this criticism campaign warned the entire technician community. Colleagues watched as the session singled out co-workers for reproach. After the event, many technicians became far more cautious. Some expressed uncertainty about continuing development work.

The authorities did not impose legal punishment on the criticized technicians. The state gave them another chance due to their technical value. However, reassignment after evaluation remains a possibility. Families now wait silently for an outcome. This criticism campaign signals that approval procedures now matter more than technical advancement. Even talented developers who cross the line face consequences.
