Japan 2025 Innovation Strategy to Mandate Data Risk Guidelines for Research Institutes

Japan is preparing to introduce its 2025 Innovation Strategy with a strong focus on AI data protection. Government officials expect the Cabinet to approve the plan by June. The strategy aims to address both national security concerns and rapid technological changes.

Therefore, the government will require state-run and select private research institutes to follow stricter data control rules. These institutes must draft risk management guidelines by the end of this fiscal year. The new policy will especially affect those working on international research collaborations.

To prepare these rules, expert discussions have already started. In addition, the government will review researcher backgrounds and foreign funding links. They will also restrict lab access to only authorized personnel.

Furthermore, the government also plans to review how infrastructure companies use AI. Electric and telecom companies must ensure their systems do not risk public safety. If misuse occurs, officials will launch investigations and order corrections.
