Seoul AI Governance Plan Set to Transform City Services

The Seoul AI governance plan is shaping a bold future as Mayor Oh Se-hoon commits to artificial intelligence innovations in city management. At a recent press conference, Oh described this year as a turning point for Seoul’s “AI administrative revolution.” He stressed the importance of using technology to improve lives for all residents.

Unlike central government strategies that focus on broad development, Oh highlighted the need for a citizen-centered approach. He stated that local governments must adopt AI tools to directly support community needs. The Seoul AI governance plan reflects his determination to make AI accessible and practical for everyday challenges.

Key initiatives include expanding the Youth Employment Academy and the RISE Project to train AI professionals. Oh believes developing skilled workers will ensure sustainable growth as the city integrates advanced systems. He also pledged full support to transform a southern Seoul tech hub into a leading AI innovation city.

Seoul already uses artificial intelligence in several public services. These include an AI system for analyzing emergency 119 calls to provide faster responses. The city also launched AI-generated wellness check calls for seniors and intelligent CCTV systems to support residents with developmental disabilities. These tools enhance safety and efficiency across urban services.

Looking forward, the Seoul Metropolitan Government plans to introduce a city-specific large language model for administrative use. This system will offer features like automated policy Q&A, report drafting, and press release generation. Oh confirmed plans to create a collaborative interdepartmental framework so civil servants can maximize AI’s potential in their daily work.

Beyond technology, Oh aims to improve housing, transportation, and cultural spaces. He announced a public-private housing promotion fund to boost housing supply and stabilize prices. This model combines public resources and private investment to address the city’s housing challenges efficiently.

Oh, also envisions a “quality of life renaissance” that includes expanding urban gardens and green spaces. He believes these changes will make Seoul more livable and people-focused. By enhancing cultural, environmental, and social elements, the city aims to create tangible improvements that residents can feel daily.

When asked about seeking reelection, Oh said he remains focused on his current goals. “The more I work, the more I see what still needs to be done,” he stated. “I will leave my candidacy decision to the citizens while continuing innovation.”

The Seoul AI governance plan highlights the city’s ambition to lead in technological advancement. It also shows a commitment to using AI as a tool for improving quality of life and ensuring a sustainable urban future.
