Retired US Rear Admiral Mark Montgomery has urged for a larger US role in Taiwan war games during upcoming Han Kuang military exercises. He stressed the importance of gradually evolving the drills into a bilateral event that fully integrates US military forces with Taiwan’s armed forces. This would deepen cooperation and improve joint readiness to face regional security challenges.
Montgomery recently highlighted the positive changes seen in the latest Han Kuang exercises, especially the increased participation of reservists. He believes that Taiwan must balance its military strength between active duty personnel and reservists to maintain a robust defense posture. During past exercises, around 22,000 reservists joined the drills, marking a significant step forward in Taiwan’s military strategy. The admiral praised this as an excellent foundation for further improvements.
Despite these advances, Montgomery expressed concern about the war games being conducted primarily as a unilateral event. He pointed out that neither Taiwan nor the US wants conflict with China. However, if war were to break out, Taiwan should not have to face the threat alone. Expanding the US role in Taiwan war games would send a strong message of deterrence to potential aggressors. The retired admiral recommended that future exercises include joint training with US Army, Navy, and Air Force units to enhance interoperability and operational coordination.
He stressed that improving the ability of Taiwan’s and US forces to work seamlessly together would strengthen regional security. The earlier this cooperation develops, the more effectively it can deter any reckless moves by China. Montgomery sees this as a critical step toward preserving peace and stability in the Indo-Pacific region.
Montgomery also commented on Taiwan’s defense budget, noting its recent increase to 3% of gross domestic product. He views this rise as positive but suggests further growth is necessary. He supports Taiwan’s goal of reaching 5% of GDP in defense spending by the end of President Lai Ching-te’s term. Such an investment would bolster Taiwan’s ability to defend itself and maintain its sovereignty.
Currently, Montgomery holds the position of senior director at the Center on Cyber and Technology Innovation, part of a Washington, D.C.-based think tank focused on defense and security issues. His expertise lends weight to his recommendations regarding Taiwan’s military readiness and cooperation with the United States.
