Korea and Mongolia Strengthen Cooperation on Public Procurement

The Public Procurement Service of Korea (PPS) hosted a high-level delegation from Mongolia to exchange expertise on public procurement systems and explore avenues for future collaboration.

The Mongolian delegation, led by Bayarbaatar Bayrmagnai, included 15 senior officials from the Ministry of Finance and the State Procurement Agency. During their visit, they examined Korea’s e-procurement system, KONEPS (Korean ON-line E-Procurement System), and discussed key procurement strategies such as supporting small and innovative businesses, modernizing procurement processes, and implementing Korea’s “K-Procurement” model.

Korea and Mongolia have a longstanding cooperation in public procurement. In 2012, Mongolia adopted KONEPS through an Official Development Assistance (ODA) project, and a recent study is underway to evaluate Mongolia’s e-procurement system for potential improvements.

Mongolia enacted its Public Procurement Law in 2000 and established the State Procurement Agency in 2012 to enhance efficiency and transparency in procurement processes. Recently, the Mongolian government has been pursuing legal revisions to streamline large-scale projects and improve procurement governance.

Lim Ki-keun, Administrator of PPS, emphasized Korea’s commitment to supporting Mongolia’s procurement innovation and pledged to strengthen bilateral cooperation in leveraging Korea’s advanced procurement infrastructure to modernize Mongolia’s system.
