To maintain full transparency, Minister of Finance Javkhlan Bold and Governor Enkhbat must include the bond issuance in the annual budget draft. Furthermore, Governor Enkhbat will allocate all funds exclusively for this project. In addition, they will build repayment plans into the aimag’s budget and guarantee timely payments.
Energy consumption in Dalanzadgad has increased steadily in recent years. Specifically, experts expect it to rise from 59.2 million kilowatt-hours (kWh) in 2023 to about 105.8 million kWh by 2033. Meanwhile, the centralized energy system’s peak load reached 1,636 megawatts (MW) in 2023, marking an 11.3 percent rise from 2022. Therefore, this growth creates an urgent need for a reliable and independent power source.
Currently, Dalanzadgad’s 9-MW power plant cannot meet demand. It only produces about 30.6 million kWh annually, which falls far short of requirements. As a result, the region depends on the centralized system, which the local community considers unreliable. Consequently, authorities must build the new 50-MW combined heat and power plant. This project will meet rising energy needs and ensure a stable supply.
Moreover, the new power plant will help reduce the energy load on the regional grid and support critical infrastructure. For instance, mining, tourism, and the local economy will all benefit from a steady power supply. Importantly, Umnugobi aimag bond issuance will pioneer provincial bond financing in Mongolia, setting a valuable precedent.
