Mongolia accelerates public procurement to enhance government project efficiency and compliance. Deputy Prime Minister Dorjkhand Togmid outlined the plan at a Cabinet meeting. The announcement follows the Prime Minister’s July 25, 2025 directive on urgent measures for improving public procurement across state agencies.
During the September 10 meeting, Togmid presented steps to organize procurement promptly while ensuring adherence to legal and regulatory frameworks. The plan covers the 2026 draft State Budget Law, submitted to Parliament, which allocates funding for 579 projects and programs. Out of these, 149 projects are new for 2026, while 430 projects continue from previous years. Funding spans 26 general budget governors.
According to the government’s approved framework, governors can initiate public procurement immediately by submitting required documents to the State Procurement Agency. These documents include design drawings, cost estimates, feasibility studies, technical specifications, and project scopes. Officials emphasized that expediting procurement will accelerate project implementation and enhance transparency in budget execution.
Experts say improving public procurement is critical for reducing delays and ensuring efficient use of state funds. Togmid noted that streamlining the process helps avoid bureaucratic hurdles while maintaining accountability. Government sources indicated that new procedures will include closer monitoring and reporting of procurement progress.
