Mongolia Cabinet Approves Aviation Fuel Supply Agreement With Russia

Mongolia’s Cabinet approved a draft law on May 13, 2026 to ratify an aviation fuel agreement with Russia. The original agreement and its amending protocol date back to September 3, 2024. The Cabinet will now send the draft law to the State Great Khural, Mongolia’s parliament, for final consideration.

Under this fuel supply arrangement, Mongolia and Russia aim to expand their bilateral cooperation in the petroleum sector. The agreement specifically targets stable and uninterrupted delivery of aviation fuel to Mongolia. Chinggis Khaan International Airport, the country’s main air hub, would receive guaranteed fuel supplies under the deal.

Airlines operating in Mongolia stand to benefit from access to aviation fuel that meets international standards. The agreement also promises stable and lower prices for carriers. For a landlocked country like Mongolia, securing reliable fuel supply remains a critical infrastructure priority.

The amendment protocol modifies certain terms of the original 2024 agreement, though officials have not disclosed specific changes. Russian authorities have expressed support for strengthening energy ties with Ulaanbaatar. Mongolia has sought to reduce its dependence on volatile spot market purchases in recent years.

Parliament will review the draft law in the coming weeks. If ratified, the fuel supply agreement will take effect immediately. Mongolian airports would then receive consistent fuel deliveries without disruption. The deal also reinforces broader economic cooperation between the two neighboring countries.
