Death Penalty for Etomidate as Taiwan Upgrades Drug to Category 1

Taiwan announced on Wednesday that etomidate will soon carry the death penalty for anyone who manufactures, transports, or sells it. Premier Cho Jung-tai made the statement after a cross-ministerial meeting on a government-wide crackdown. The meeting responded to several recent drug-driving incidents linked to the substance. Consequently, the government introduced 14 new measures across three broad areas. These areas include stopping supply at the source, boosting enforcement, and imposing tougher drug-driving penalties.

Etomidate currently serves as an anesthetic and sits in the Category 2 narcotic schedule. However, criminals now use it to make so-called zombie vapes, which leave users disoriented. These vapes can also cause uncontrollable muscle spasms, sudden blackouts, and severely impaired consciousness. The government now wants to reclassify it and attach the death penalty. Premier Cho instructed the Ministry of Justice to convene the Narcotics Review Committee as soon as possible. That committee will formally consider the reclassification to Category 1.

The crackdown will also hit e-cigarettes with a new wave of punishments. Manufacturing, transporting, selling, or supplying nicotine vapes will now face criminal penalties. Moreover, simple possession will lead to administrative fines and immediate confiscation of the devices. Online and social media platforms will see e-cigarette advertisements blocked, and heavier fines will follow for violators. The Ministry of Health and Welfare will amend the Tobacco Hazards Prevention Act to match these new rules. Meanwhile, the High Prosecutors’ Office will coordinate anti-drug enforcement systems and sharpen its investigations.

The Ministry of the Interior reported on its enforcement efforts and results at the meeting. The Ministry of Transportation and Communications laid out plans to toughen penalties for drug-impaired driving. Premier Cho also called for expanding international anti-drug cooperation initiatives. The new death penalty provision underscores the severity of the government’s response.

Looking ahead, the Narcotics Review Committee will meet shortly to finalize the upgrade. The full package of measures aims to choke off the supply of zombie vapes and protect public safety. The government has made it clear that the days of leniency for etomidate trafficking are over. Now, the death penalty stands as the ultimate deterrent.
