South Korea, Japan Agree to Boost Energy Cooperation Amid Iran War Disruptions

South Korean President Lee Jae Myung and Japanese Prime Minister Sanae Takaichi met Tuesday in Lee’s hometown of Andong. This energy cooperation summit carried symbolic weight and new urgency over supply chain resilience. The Iran war has disrupted the Strait of Hormuz, a critical oil route. Therefore both nations face heightened pressure to deepen their energy cooperation.

Takaichi’s two-day visit marked the first reciprocal hometown exchange between sitting leaders. Lee had invited her to Andong during his January trip to Nara Prefecture. Consequently the summit included a 43-member honor guard and a military band. Lee wore a sky-blue necktie, a color Takaichi often favors. He greeted her with a handshake and an embrace.

The two leaders held a closed-door meeting with key aides. They also conducted an expanded meeting, a joint press conference, and a banquet. This energy cooperation focused on crude supplies, critical minerals and strategic industries. Japan was South Korea’s third-largest destination for petroleum product exports last year. It accounted for 11.3 percent of those shipments.

Seoul and Tokyo planned to announce bilateral energy cooperation measures after the summit. These measures would create public-private dialogue channels for mutual emergency sharing of crude oil and jet fuel. The dialogue would also avoid unnecessary export restrictions on petroleum products. Both countries rely heavily on Middle East crude imports. Therefore this energy cooperation addresses their shared vulnerabilities.

Japan and South Korea ranked as the world’s second and third largest LNG importers in 2024. They accounted for 16.47 percent and 11.43 percent of global LNG imports respectively. The two sides also expected to launch an Industrial and Trade Policy Dialogue. This dialogue would flesh out cooperation in energy and supply chains. Takaichi also proposed the POWERR Asia initiative for Southeast Asian nations. The initiative aims to build and jointly use petroleum storage tanks. Japan will provide 10 billion dollars in financial support through institutions like the Japan Bank for International Cooperation. This energy cooperation thus extends beyond bilateral ties to regional stability. Lee and Takaichi also discussed broader economic security issues. Their growing personal rapport helped facilitate these agreements. The Andong summit represents a significant step forward.
