Taiwan Remains Without Starlink Service Amid Regulatory Barriers

Taiwan stays isolated from Starlink coverage despite its rapid global expansion. Moreover Minister of Digital Affairs Lin Yi-ching highlighted regulatory restrictions and national security issues yesterday. She responded to comments that placed Taiwan among only a handful of Asian territories without the service. Industry executive Nathan Chiu pointed out that Taiwan joins China, North Korea, Afghanistan and Syria in lacking access. Starlink now serves 166 countries worldwide after six years of commercial operations. 

Furthermore strict rules in the Telecommunications Act create major obstacles for foreign providers. The law caps direct foreign shareholding at 49 percent and overall control at 60 percent. Chiu noted these limits forced previous negotiations with Starlink to collapse. Lin confirmed Starlink insisted on full ownership during talks with the National Communications Commission. Additionally the company considers Taiwan a low priority because of its small size, high population density and over 99 percent 4G and 5G coverage. 

Therefore the government actively explores other satellite internet options. Amazon Leo plans to deploy 3200 satellites by 2028 and aims for commercial launch next year. Lin explained that Amazon Leo and AST SpaceMobile can operate without changes to existing telecom laws. Officials have already signed cooperation agreements with AST SpaceMobile. 

However experts recommend reviewing current restrictions to improve future connectivity choices. No rival currently matches Starlink’s nearly 7000 satellites in orbit. Taiwan continues discussions with multiple providers while respecting nondisclosure agreements. Lin said the National Communications Commission holds a supportive position on potential legal updates. These developments carry important implications for Taiwan’s long-term digital infrastructure and resilience.
