China Submits Draft Social Assistance Law for Second Reading

China is strengthening its social assistance system to better support people in need and provide a more robust safety net, lawmakers said on Wednesday. The draft law on social assistance entered its second reading at the 14th Standing Committee of the National People’s Congress, China’s top legislature.

After the initial review last June, lawmakers sought feedback from government agencies, local legislatures, and the public to revise the draft. The updated bill holds individuals legally responsible for unauthorized disclosure of data collected during assistance reviews. It bans illegal access, sale, or release of information unrelated to applications. This protects applicants’ privacy while ensuring the smooth administration of social assistance.

China’s social assistance system belongs to a broader social security framework. It covers social insurance, welfare programs, and support for veterans and other entitled groups. The draft law clarifies eligibility rules, simplifies application procedures, and ensures timely and targeted support through a tiered system. The system allows local authorities to focus on the most vulnerable while maintaining fairness and efficiency.

Governments must include social assistance in their development plans and allocate funds based on local capacity. The draft also encourages citizens, legal entities, and organizations to participate in social assistance programs. This approach promotes collaboration and strengthens the social welfare network.

Experts say the legislation modernizes China’s social assistance framework. It emphasizes transparency, data protection, and efficient delivery of support. Lawmakers hope the law will strengthen the safety net, reduce inequality, and improve living conditions for millions.

The second reading marks a key step in building a fairer, more efficient social assistance system. Once passed, the law will provide stronger legal backing for people in need and support the long-term development of China’s social welfare programs.
