Police in Shibukawa, Gunma Prefecture, made a hit and run arrest on Thursday. They detained a 61 year old woman on suspicion of fatally running over a motorcyclist. The suspect, Ruriko Sasagawa from Higashi-Agatsuma, faces charges including violating the Road Traffic Law. The incident occurred on the Joshin Expressway around 1:30 a.m. on Wednesday.
The victim, Masami Noguchi, 61, was a company employee from Takasaki. He died at a hospital after the collision. Police believe Noguchi first fell after his motorcycle struck a deer. His bike and the deer’s carcass lay nearby on the expressway. Consequently, Sasagawa allegedly ran over Noguchi while he lay on the ground. She then fled the scene without stopping.
This hit and run arrest followed an investigation by the Shibukawa Police Station. Officers located Sasagawa and brought her in for questioning. She has not yet entered a plea. The police have not released details about whether Sasagawa saw the victim before the impact. However, fleeing the scene escalates the seriousness of the charges significantly.
Traffic accidents involving deer are not uncommon in Gunma Prefecture. The area has many mountainous roads where wildlife often crosses. In this case, the motorcyclist likely lost control after hitting the deer. He then fell onto the roadway. The second driver then ran over him. The hit and run arrest highlights the legal consequences of leaving an accident scene. Japanese law imposes severe penalties for hit and run offenses, especially when a death occurs.
Investigators are reviewing expressway surveillance footage. They also are seeking witnesses who may have driven past the scene. The police have not announced whether Sasagawa was under the influence of alcohol or drugs. Toxicology results may come later. The hit and run arrest marks a swift response by local authorities. Further questioning will determine the exact sequence of events. Sasagawa could face additional charges if prosecutors find aggravating factors. The case will proceed to the public prosecutors office soon. Family members of the victim have not yet issued a statement. The expressway remained closed for several hours during the investigation. Ultimately, this tragic incident serves as a reminder of the dangers of nighttime driving on rural expressways.
