Corruption Probe Targets Ex Taipei Mayor Ko Wen je Over Bridge Demolition

The Taipei District Prosecutors’ Office has opened a corruption probe into former Taipei mayor Ko Wen je. The investigation focuses on possible irregularities in construction methods and tender specifications for the demolition of the Zhongxiao Bridge ramp. People familiar with the matter confirmed the development on Thursday. The Agency Against Corruption is handling the case. It summoned a key witness for questioning last week under the Anti-Corruption Act.

This corruption probe centers on contractor Hwang Chang General Contractor Co. Political pundit Lee Cheng hao wrote on Facebook that Ko may have helped the company benefit by more than NT$100 million. However, sources said it remains unclear whether Ko is directly involved. Further investigation will determine his role. Therefore, this corruption probe continues to gather evidence.

The Control Yuan raised concerns over potential irregularities in the bridge ramp demolition back in 2019. It conducted its own investigation at that time. Subsequently, the Taipei Public Works Department responded with a report. The department explained that the project had six sections closed simultaneously. Sections one, three, and four used cutting methods like circular saws and chainsaws. Sections two, five, and six used conventional demolition techniques. Notably, the department stated that unit by unit cutting occurred near the Beimen historic site. Breakage observed at the site was part of normal construction processes.

The tender allowed contractors to propose alternative plans. Hwang Chang’s proposal reportedly proved better than the original plan. The department approved it accordingly. Additional costs were absorbed by the contractor, not the government. The project finished in six days, two days shorter than the original eight day schedule. Importantly, no damage occurred to nearby historic sites or transportation infrastructure.

This corruption probe has drawn significant public attention. Ko Wen je has not yet commented publicly on the allegations. The prosecutors’ office has not announced any formal charges. The key witness questioned last week may provide crucial testimony. Meanwhile, the Agency Against Corruption continues its investigation. The outcome of this corruption probe could have major political implications. Ko remains a prominent opposition figure in Taiwan. Future developments will likely include more witness summons and document reviews. Authorities have not set a timeline for concluding the investigation.
