Mongolia’s Development Financing Agreement

Mongolia has secured major international development funding. This significant development financing agreement totals $475 million. The Asian Development Bank will provide this substantial support. Both parties signed the deal on November 4, 2025. Finance Minister Javkhlan Bold represented Mongolia during the signing.

ADB Country Director Shannon Cowlin also participated. This development financing agreement supports medium-term priorities. It also addresses long-term national development goals. The program will improve education access significantly. Furthermore, it will expand healthcare service coverage nationwide.

Education infrastructure will receive major investments. The government will construct thirty-one new schools. It will also build nine new kindergartens nationwide. These facilities will reduce classroom overcrowding effectively. They will also enhance educational quality significantly.
