Mongolia’s Coal Economy Faces Major Setbacks in 2025

Mongolia’s coal economy is encountering significant challenges as it faces a tough start to 2025. The country’s downturn, driven by falling coal revenues and a growing trade deficit, highlights the structural problems within the economy. These issues are especially troubling as Mongolia heavily depends on coal exports to China.

In 2024, Mongolia’s GDP growth slowed to 4.9%, a sharp drop from the 7% growth seen in 2023. This decline brought the country’s GDP to MNT 32.1 trillion (approximately US$20 billion in 2025 terms). While sectors like mining and services helped to cushion the blow, the overall economic performance suffered.

Agriculture, a key sector in Mongolia, faced a particularly harsh impact. The dzud disaster, a severe winter event that causes widespread livestock deaths, dealt a heavy blow to agricultural output. In addition, the global dip in coal prices affected the country’s main source of revenue, worsening its economic outlook.

The primary issue at hand is the reliance on coal for export. As coal prices softened globally and trade relations with China wavered, Mongolia found itself grappling with both economic instability and a widening trade deficit. The deficit exacerbates the challenges facing Mongolia’s economy, as it indicates a larger imbalance in trade and economic activities.

Mongolia’s coal economy continues to struggle as these dynamics unfold. The country needs to find a sustainable way to diversify its economy, shifting away from over-reliance on coal exports. Mongolia’s future economic stability will depend on its ability to adapt to these changing circumstances. In the coming months, policymakers will likely face increasing pressure to address these economic challenges.
