China’s Ministry of Human Resources and Social Security has released its annual ranking of the most attractive cities for foreign talent. The ranking is based on a survey of 4,816 expats who shared their experiences living and working in China. This survey helps assess cities on factors like job satisfaction, convenience, and environmental friendliness.
The ranking evaluates 39 cities across the country. The survey focused on several criteria, including how foreign workers perceive the job market, living conditions, and local infrastructure. As a result, each city received an attractiveness index that reflects its overall appeal.
The cities with the highest rankings are located in major economic regions of China. These include the Beijing-Tianjin-Hebei region, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Chengdu-Chongqing region. Beijing and Shanghai have held the top two positions for four consecutive years, further reinforcing their status as key centers for foreign talent. Additionally, cities in the Yangtze River Delta region have shown a rise in appeal, particularly for foreign workers.
A key factor in attracting foreign talent is an open economy. For example, Shanghai has introduced policies aligning with international economic and trade standards, making the city even more appealing to expats. Additionally, cities like Suzhou and Ningbo have benefited from their strong export-oriented economies.
Living convenience has emerged as the top factor when foreign workers choose a city. Cities such as Hangzhou, Qingdao, Chengdu, and Kunming scored highly in this area. Hangzhou stood out for its excellent digital infrastructure.
Regarding job satisfaction, more than 80% of foreign talent in China reported feeling valued in their workplaces. Nearly 90% mentioned good integration with local teams. Many also expressed optimism about the country’s innovation and entrepreneurship environment.
The annual ranking, now in its 14th year, aims to encourage the development of policies that improve the experience of foreign workers. It also supports China’s goal of becoming a global hub for talent and innovation.
